The safest person in this image is actually the man inside the car.
However, if you analyse the situation focusing on the individuals numbered 1 to 4 and consider that the car is parked, you could conclude that person number 1 is the safest among them.
Cory's note: Cory claims that the car is described as 'approaching' and thus isn't parked. Thus, if we focus on persons 1 - 4, person two is safest because there is no imminent danger.
