When the people know know the government is moving in the wrong direction, what can they do about it?

I've always been a bit dubious of the Citizen Initiated Referenda (CIR).
That's a proposal where, if a large enough group of citizens petition the government for a referendum on a particular issue, the proposal is put to the people.
It sounds like a great idea but I am yet to be convinced.
However, one proposed topic may help persuade me that this could be a good idea.
