If a law can punish conduct that causes a “reasonable person” to feel intimidated or fearful, then speech is no longer judged by intent or action, but by perception.
The selective omission of data can be as telling as what is published. Govt departments are masters at doing it for their own ends.
I am always fascinated by the use ( and misuse) of statistics.
Data is often manipulated to support one case even though it may not lead to an accurate conclusion.
Sometimes you can just sense that something isn't right without even seeing the full data set. I got that sense reading a COVID report today in the newspaper.
